I agree that they are intended to work as described (ie Flesh Man is the universal source for CM in Heortling Orlanthi clans but that there are innumerable local sources of CM that are particular to certain tribes, clans, bloodlines or steads). The rules are a good mechanism for enabling the specifics of a given bloodline, clan or whatever to emerge from the character creation process but they are not well fitted to a more traditional playstyle where the GM states what's available, backing their decision up with reference to a setting book, PHB or similar in groups where a more oppositional playstyle is the norm.  

And they are close to useless if you are attempting to infer what the actuality of 'official' Glorantha is on the ground (this is by design I think - MGF, YGWV and all that) - presumably some clans (or bloodlines, steads etc) got lucky and some have drawn the short straw when it comes to the magical resources that they have discovered, befriended, stolen and so on. But there's little in the rules to indicate what constitutes hitting the CM jackpot (or its opposite) - you can start to build up a picture from the scenario and setting info in the published line, but its a slow process.
