In normal combat, yes.

I think so. It looks like the mass combat is a bit heavier on the penalties, though it is supposed to be for large numbers, so there would be a huge moral effect in taking your 100 men against their 500 men. Of course if you are talking elite warband (100) vs farmers (500) then this shouldn't be too much of a problem :-)
