Zero. add up percentage penalties, then subtract hurts.
The Heroquest text has no answer for this, as the only specific rules surround adding hurts after you have applied the percentage modifier.
I have always favoured CJ's method if pushed but I sometimes wonder if the other health levels are a sliding scale, and I think this would work well.
In CJs example the next Major Defeat would take you to Dying. Or for an impaired character with 2 hurts a second Minor Defeat leaves you as Injured with two hurts (-52%).
This seems consistent with healing, which works with sliding scales depending on success. But that gives us three options and so only complicates the question. Sorry.
