No, they are not - you still have to give your 10%, 30% or 60% (or whatever time slice is indicated) to the "cult". While being Sevened means ignoring the "Magical World" restrictions (ie, can have magic from real theist, animist and sorcerous entities), it doesn't mean that you can ignore the "Real World" aspects of the cults like time commitments, tithing, sweeping the temple floor, etc.. As noted on page 34: "Note that this does not mean that they are immune to the observations of others orto the inquiry of others or that their affliction will not show,grow, or continue to manifest in increasingly uncomfortable ways."

Now, Lunar might get dispensation from their (Lunar) cults so that they can infiltrate others, but most non-lunar cuilts will expect you to fulfill you cultic obligations, and might get suspicious if you always seem to miss the ceremonies on the Holy Days of another cult...

No more than anyone else (e.g. a Shaman can actually learn two secrets: the shamanic secret of gaining a Fetch, and one other from their practice, Erelia and Verelia devotees can learn both their cult's secrets, etc.).
