That is one thing it definitely does not do. The improv penalty is to the ability, the contact reduction is of the resistance. Totally different values.

No, the wording of the rule is that if a feat _requires_ contact you don't get the reduction. And as Wulf points out, augmentations are explicitly included under the heading of _optional_ contact.
