It occurs to me that examples might make this a bit clearer, so I'll wander over to the Wiki and look up the last few PCs we created.

Latest character to join us was Rory's one. The point of this character is that he's not Humakti at all, he's a Lunar who's swapping sides. His idea of honour is rather different from theirs, though when they get to know each other they'll find it's compatible. He's not a devotee, he's not even concentrated, so he's got way more magical flexibility than anyone else. In terms of numbers, he said "I've set my keywords at about the same level as the other PCs, OK?", I took a quick look through, and said "sure, fine". Soldier keyword at 12W, magical ones lower, a few personality things at around 10-15W.

We're still having fun working out what some of those keywords give him, where it's a cult that hasn't been defined before, but a lot of that will come out in play.

Previous character was Gavain's, a very weird Humakti from a deliberately obscure sub-cult, with some slightly OTT magical weaponry. There, we did a bit of adjustment of numbers up and down by looking at how his combat figures would work out in various circumstances as different augments kick in, and making sure we were both happy with the results. If he's up against Chaos, he's easily the best in the group: in a straight line fight, he's nothing special at all. Most of the decision-making was along the lines of comparison with other PCs and fitting him in at the right level. Keywords worked out around the 5W level, but the various magical widgets get him fighting at three masteries under the right circumstances.

Then there was Adrian's, where a character who had previously been someone else's follower was promoted to PC status, and expanded as a result. The point of this one is that he's young, inexperienced, but very enthusiastic and eager to prove himself. Low professional keywords (17 or so), higher magical ones (5W), and some personality traits and specialist skills that go up to 11W.
