Well spotted. My first read-through didn't pick that up. As an aside my common improv penalties are _likely_ to be:

No feat: -5

e.g., iniitiates

Similar subskill: -3

e.g., 1H cutting (axe to sword) or 1H to 2H (broad to greatsword)

No subskill: -5 (javelin to bow)

e.g., different weapon type

This may not be the intent but it makes sense to me.
