But "improvise" is used in the rules for two different things already, and I think Rob just found a third.

  1. Inventing a new feat out fo thin air like a devotee does
  2. Using a known standard feat, but at -5 (or -10), because you're only an initiate and haven't cemented it
  3. Rob's use above, presumably derived from that, using a feat at a -5 disadvantage to the "norm" so as to make it more useful in some generic way, in this case, being active.
