No, they will not be in the HQ2 book.
While we've been calling these rules "HeroQuest 2" in casual conversation, they are really the Questworld rules, and as such won't have many of the Glorantha Specific things (such as Heroquesting) that previous versions had. Instead they will have rules and guidelines for many different genres and types of games.
Where the HeroQuest rules will appear, and who will write them, have yet to be determined.
