Jamie - Burning Wheel isn't especially rules light either. I don't think it is very 'you'.

An excellent option for you would be a game called 'Mythic Russia', it uses a tidied up HeroQuest 1 engine and then throw in some good idea(s) from the new fangled HQ2 and you're good to go. ... oh, hang on... :)
