I can see what Chris and the others are saying here, and I have a question since I don't have the HQ2 rules.  From what I understand, resistances are dealt with as a relative number based on the difficulty. That's fine. I actually find things like general comparisons pretty useful and wouldn't find making up things that difficult. (He's an Orlanthi warband leader, he's going to be at least that tough, which is less tough/as tough/more tough in a fight than my PCs.)

However, the question for me is "How does HQ2 handle Player vs Player contests?". Is that simply a straight comparison of numbers on the sheet? Because if it is, then it seems that the "we can't give numbers because the system isn't designed that way" is a bit misleading.

(Personally, I like the fact that I can use whatever scale I want to use to describe things and that gives me world-consistency and the relative ranking used by the system. If I want to just assign a 10-level ranking system for sword people, I can. If I want to use the old Marvel Universe system of Feeble-Unearthly I can. I don't need to map my "they are better than you" to any fixed mathematical equivalence, while still keeping relative rankings clear and consistent.)
