They are generally intended to represent something, although, yes, that something is often quite nebulous and vaguely defined. A Strength of a given value might allow you to lift a particular weight, for instance. And, at the least, there's an assumption that a stat of a given value means more or less the same thing in different games run using the same system. A skill of 18 is always going to be pretty damn good in GURPS, for instance. Even this much is not true in HQ2 (and, arguably, was never true in HQ1 either).
