My fix would read like this:

If both participants have the same number of masteries, then: If they both have TNs less than 10, raise the higer to 10, and the lower by the same amount
If they both have TNs greater than 10, reduce the higer to 10, and the higher by the same amount

This, AFAICS, eliminates most of the inconsistencies. It's a bit of a mind bender, though, if you don't like maths.
