Sounds reasonable to me. If 'HW Rules Lawyers' give you a hard time about it (a very small if, despite the oyxmoronic quality of the concept), then you can rationalise it as a different (i.e., fixed) version of the 'Thunderbolt' O.T. secret.

It's mentioned in Morden Defends the Camp; I assume it's a sort of mini-Westfaring type magic. (With particular reference to landing not in Halikiv, but on Someone's Head, apparently.)

Seconded. I'm hoping that Thunder Rebels will sound slightly less like a private conversation between the Orlanthi cogniscenti, in such respects. Ending up concluding "Oh yeah, must be another Generic Combat Affinity Augment" would be dull in the extreme, frankly.
