Similar to Alex's critique of the 1 and 20 special rules: "Whitespace is your friend."
Since the continuing theme of HW seems to be "we leave it out so you can feel free to improvise", surely removing the bits that provide no positive value - except to provide a tiny bit of complexity and confusion - is a Good Thing.
