Actually, you're right, he probably could have improvised something. But none of the listed feats looked very relevant to someone just trying to yell so loud (this is magic, not just the words) that you are forced to fall silent. If you were the player and improvised a Trade feat of "Talk through argument" (or whatever), that would probably have only the normal improvisation penalty for being a feat you don't know.
BTW, while I do think almost no feats require description, some of the names that went into print should be changed. If the question is "Is this feat A or B or C" the answer is probably "yes." If it's "What the hell is this?" then the feat needs a better name.
