Oh, indeed it does, but fulgurator also means, according to Lewis & Short, "A priest who interprets and propitiates lightning, a lightning-interpreter". They also, secondarily, put it as Fulguriator.

For the verb form I would have chosen someting similar to your proposals, but the same dictionary has it as fulguratura, as in "Etrusci libri de fulguratura". Fulguration sounds like a good anglicism for that.

We could of course go for the greek term, but Keraunoskopia is a bit more of a mouthful.

Another old favourite is of course aeromancy, reading the signs from how the smoke, preferably from a sacrificial fire, moves.
