ISTR that this is the way that the Playtest worked at Convulsions 2 years ago, so maybe one of the Playtest groups (David?, Wesley?) might know why this was changed.

I agree that, as written the rules do not seem to produce the results many of seem to expect - My original thought was the already outlined marginal failure/failure have no effect, but I freely admit to not having really thought it through...
