Well, I just think of it as an Edge to the defensive roll, whatever source that roll has. In reality no-one just stands still and lets his/her armour do all the defending, so all defences should be a combination of active and passive defences. I say "in reality" but in Live RolePlay I have seen some poor sods being 'frozen' and pummelled to death yelling abuse :)
