        I think it was mostly David Dunham. Just a second, I kept all that mail <searching noise> yes, it was.

        It is something that really should have been settled better in the rules - though I am not sure that there is a correct answer.

        Well, there is no mechanism for adding them in the rules.

	Absolutely.
	My guess is that it was felt that these were just a special 
case of improvisation penalties in reverse - which is sort of true, but improvisation is a lot clumsier and messier.
