What I might do with a person fighting 2 weapon style is give them both the edges for the weapon on attack but nothing on defence. Sadly or not, Glorantha is in the ancient/medieval style of fighting and shields are used more often than not -- cheap, easy to use. The folks who do not use them seem to be in jobs where the bulk of the shield is detrimental to their function. Slingers, nomads with bows, guys named Harrek. Stuff like that.
