There's also the Spirit Combat situation, where the difference between minor, major and complete victory is of vital importance to a Shaman. I don't remember off-hand, but I wouldn't allow coup de grace for this at all, or EVERYONE will use it! Of course, you did say noncombat situations, I don't know if you intended to exclude this situation with that remark.
