This is what one of the options I was thinking about. The other one being separating the magical and the mundane onto different scales. Not sure how to do it yet.

Hmmm. Ok. I would not let it happen quite that "easy". The character has to become like the horse somehow. I'd say that takes a hero quest, and not an easy one either.

Hmm... Indeed fishing 10W4 shouldn't be something you achieve just by sitting in a boat and dangling you line in the water. It's starting to be a demigod ability (a demigod of fishing?).
