I would not use close combat. That makes it TOO useful. I require a player to resist with the most appropriate *magical* ability. And remember, there are no armour ranks provided against magic. If the person being attacked had a very good combat ability but lousy magic or had really good armour, then the magical attack is very feasable.

Baring a useful magical ability, he could use tough or get the standard 14 resistance.

Remember, despite the wish to use it for everything, Close Combat is NOT a defence for all that asails you. Otherwise its far, far too powerful. And, to be honest, I'd find it boring...
