Hero Points are by no means "free". They should be hard-earned, and every HP spent is one point of an ability lost. It's exactly the same as saying "I sacrifice an ability point for a level of success". On top of that, with the lower die roll rule, bumping from a fail to a success is often, maybe even usually, pointless, and even from a fumble to a fail is a bit pyrrhic. Player: "Hurrah, I only suffered a major defeat, rather than a complete one" Referee: "Then he does a Parting Shot...". I don't recommend pre-declaring Hero Points at all. I can't even think of any other game that uses this mechanism - Plot Points, Fate Points, Luck Points, are almost invariably post-declared. Hero Wars is supposed to be a heroic game - if you change this mechanism round then you change that completely. That may be what you want, though, and as ever YGMV.
