Well, I think Philip's argument is more that giving the Edge to
Mounted Archers *represents* their advantage. A starting character
with "Ranged Combat (Mounted archer) 17" shooting with intent to
wound (so bidding 7AP a time) who gets a marginal defeat 3 times in a
row is going to be out of the contest - which is hardly
representative of the advantage you describe...
