It says in the rules that an intiate can learn the Feats of their cult's sub-cults.

The long write up of Rufleza says: "Its subcults are the Phase Temples, each of which is recognized as one of the Seven Mothers."

Does this mean that Rufleza initiate can learn any feat from any of the 7 Mothers, given the appropriate spend in Hero points and justification with the GM?
