It isn't.

         "Some spirits must be overcome in combat, some may be bargained
         with, and some will respond best to flattery and grovelling.
         Some have specific requirements for manifesting on the spirit
         plane, while others may be quite friendly to a particular
         tradition and just need to be contacted".

Thus bargain and other communication skills are permissible for persuading a spirit into a fetish. I think it more appropriate for the animist to use these skills to make an ancestor fetish rather than use spirit combat as the be-all end-all of animist magic.
