Judging from the editorial comments in the Glorantha Intro, Greg's not exactly sure either.

It can be whatever you please from Bela Lugosi wannabes to the dark silent rune-covered killer of Sun County or the Transylvanian tyrants of Ramalia. The magic of the Vampire generally lies in their hunger for human souls and this will generally mimic the local magics in the area.

Thus a "Book of Vivamort" or whomever will be found in western countries while Vivamort as a god is found in central Genertela.
