But this assumes that one keyword builds on the other, whereas it would be closer to reality to say that one relies on the other. You probably learned English at both primary and secondary school, the same applies here, the higher skill is built on the lower, one does not augment the other. Cultural keywords are 'primary' school. Everyone should have them, they are the base, minimum, skill of a PC (not necessarily an NPC) from that culture. The occupational keywords are training levels, you are trained up to that level by experience - like the 75% training maximum in RQ.
