Only if you're running a "medium level" campaign. Which is where this thread started, remember? These guys aren't Heroes of the Clan, they're 16-year-old beginners. So they get the skills appropriate to that level. Once I've figured out what's appropriate, so as to fit with published NPCs and published rules.

What on earth do you mean by "balancing", anyway? Cutting down the stats of all published NPCs (and half the rules) to fit the halved stats of your PCs, or something? What on earthXXXXX lozenge would be the point of that? (Oh. So you can pretend a "mastery" is "awesome", perhaps?)
