If you allow CC as a defence against missiles, he can use it here, but at a penalty (both from using CC against missiles AND from Multiple Attackers - I'd say -5 for missiles, -3 from multiples, total -8!).

Technically, you cannot be actively discussing (using the 'discuss' ability) while defending, as you only get to act (attack, use an unconnected action - like discuss - etc.) when you are the 'attacker'. When it's your turn, you can 'discuss' INSTEAD of attacking.
