Here's how I see it. When a player decides that they want their character to do something that isn't listed, they invent something that their character has heard myths about, but never learned the details of. They therefore have to improvise the details from what they know of the story. Devotees can learn the details, and do it without a penalty. Note that it is the player that is making it up, not the character.
