Those with Spirit Combat, yes. If you don't have Spirit Combat, you can't bind a spirit yourself, so only permanently bound (ie Integrated into a fetish) spirits are better than one-use.

Or when they want to find a spirit outside their Tradition, or do a Hero Quest, or travel from one Traditional area to another, etc.

chaos nasty at the players at the end of the adventure and give them

Well, it certainly acts as a Follower, that's in the rules, and depending on the fetch can use it's abilities to augment the shaman's. Not quite the same thing, of course.
