At least the future High King won't usually be initiated as High King from the start (Tarsh boy kings possibly excepted).

The office of High King could be that of a stable and continuous line of High Kings, or the occasional exceptional leader who manages to unite a couple of tribes. The Aldachuri seem to have had "High Kings" on and off, and not necessarily needed them from a single bloodline as long as the lineage was appropriate.
