The idea of just counting the ranged combat AP's is that they don't represent just physical arrows and injuries, they represent the characters ability to affect the outcome of the battle. If they get jumped and have to fight hand to hand, they will still have entered the battle with their ranged combat value AP, but switch to a close combat TN for combat tests.

Shooters can hit the wrong target easily - when they make their lend AP test to provide fire support, they may fail and cause the intended recipient to lose AP instead. But I think there is a way to let the archers suffer AP loss due to a failed loan after all - running out of ammo. It is just that they are not at risk of actual physical harm, but their AP losses can represent diminishing ammo supplies. When they run out, they drop out of the battle unless they enter it as close combat units.
