I agree completely. One of the things that impresses me about HW is that it calls on both players and narrators to rise above the old rule-lawyering and bene-shopping that characterized RPGs and wargaming. If a player is using the letter os the rules to destroy the game the narrator must say no.

Frankly, if a person insists on having the Stop Time, then let them. They use it once, recreate the Sunstop, violate the Great Compromise, and immediately face the wrath of God and Hero alike. Sounds like a short game any way you look at it...
