It seems to me that the best fix is to assign those abilities a rating when they are first used - based on the current abilities of the player characters and taking any narrative considerations into account.

Yes, that does mean that they will tend to get more powerful for free - for characters who have them and don't use them.

(And *that* reminds me of the description of failed mystics - food for thought ?)
