I have been thinking for the last week or so that the Praxian cults at the Paps are Theist, because they go back to the Green Age, thus 'Eiritha at the Paps' is a theist goddess, whereas Sable Eiritha (frex) is a Great Spirit. I'm not sure how the game rules might work.
