I would tend to agree. Though they'd possibly be getting some intersting side effects from exposure to Pavis and the Rubble. Possibly they might end up with some unique and obscure hero-cults, certainaly one for Dorasor, who built the new city.

Probably, though they MIGHT have had some refugees from the EWF stuff happening in dragon pass at the time. And I'd be quite happy to consider Orlanth Dragonfriend cult material there as well -- at least in its ancient form, perhaps waiting to be discovered by intrepid heroes.
