This would be how I would interpret it as well. Mostly for cult heroes and petty godlings -- a good example of this would be the Four Magic Weapon subcult of Orlanth or the Inrodar Greydog subcult of Humakt found among the Lismelder tribe.

You join the cult, you spend your 10% time but you don't pick up Worship: Inrodar or Mythology: 4 Weapons of Orlanth skills. If its a particularly minor cult, I might even waive time requirements. For example, ALL the 4 weapons would come to 10%, no matter how many you knew -- but if you're a devotee, I might give a subcult for "free"...

But that's just my own house rules. They work moderately well with a minimum of fuss and my players are happy with them and that, to be honest, that's all that really matters to me.
