Sort of. Their goddess Tomikaratra had a definite relationship as Ratuk was her mythical spouse.

I'm starting to vacillate back to a previous thought that the majority of the Tamanjaryans worshipped Tomikaratra, theist fashion, while some sepcialists (sea-borne warriors) worshipped Ratuk, animist-fashion. I don't think they knew shape-changing from the beginning.

After the island sinking, all remaining Tamanjaryans turned to Ratuk and became roving sea nomads. At some time then, while they were off in the little-charted northeastern waters, they learned how to shape-change and the "true" Ratuki formed.
