A further thought. How about he (also?) reformed the way wergild was paid - e.g. from an individual to a bloodline, or a bloodline to clan element. Thus wergild becomes a social rather than individual/immediate family phenomenon. (This could be a rediscovery of practices lost in the Great Darkness).
