It appears to me that some people are having trouble telling (or rather,
creating for their own campaign) the difference between narrator tools and
player options.
Where does it say that Storm Tribe or Thunder Rebels are necessary for play?
Where does it say that you have to have all of the gods in your campaign?
Sure, on the Market Place they are listed as Player's Books. It also says
"instructions on exploiting the details of the culture for exciting game
play."
I have players who have never read the rule book and are content with what
they make up for their barbarians. No problem.
HeroQuest will address this more clearly. It says, "This rule book has
everything you need to play," and will have a 2-page description of the
Homelands.
However, since it is a game of discovery, it will also say, "Want to know
more? See page so-and-so."
I hope that will relieve the pressure on people who are content with
minimalist information for their campaigns, and not make them think that
they are obliged to deal with fluff, padding or fat quails.
After all, the rule is YGMV, or more likely, YGWV, where W="Will inevitably"
