Remember also that the expansion of the Orlanth and Ernalda cults to cover many 'professions' means that membership of the other cults of the Storm Tribe is no longer a necessity for some professions merchants, lawspeakers, etc. to get specialist magic. So joining a Storm tribe cult becomes a matter of personal choice or calling.

That is the point I would start at when understanding a member of the 15% - why did they choose to be different, to not 'behave like everyone else.' I think that understanding that moment of decision allows you to understand the religion for that character.

As an example, in our game, Koschei became Humakti to divorce himself from the crimes commited by his step-brother. For Koschei then the key foci of his conversion are Seperation and Honour, and I would expect him to focus on those aspects of Humakt above others. Karlena our Vingan is cocky and self-assured and I suspect what drew her to Vinga was her desire for independence and to prove she was as good as the boys. She is far more VInga as independent than vengeful or defender. Of course, their players might disagree with me.

I would suggest that membership of 'unusual' cults is a highly personal decision and the relationship to the god as individual. This may be empahsized by the scarcity of other members of the religion requiring the individual to take greater responsibility for his/her own spiritual growth and understanding.

Of course, as I've said before, IMO the differences such characters have in their understanding of what their beliefs are, is a source of conflict and conflict is the kernel of great stories.
