Fazzur needn't be *personally* keeping Sor-Eel (and only Sor-Eel) stationed out there -- I thought instead that he might have established a degenerate, ever-recurring spiral of paperwork (infested with red tapeworms) for anyone trying to escape from Pavis Duty. The spinoffs from this could be fun.
