In the lunar empire this may not be so likely, but in the west I'm sure there are one or more builder and/or engineering low orders, following the Lives of Saint Brick (or whoever). I don't think that low orders really happen in the lunar empire....but there may some pockets of them our Carmania way? And the Lunars may have carefully transplanted and cultivated some western groups (think of the greeks carted all over the post Alexandrian empires to form the nucleus of new cities, even in areas with ancient urban cities of their own).
