Glorantha IttHW mentions an order of architect-sorcerers in Loskalm, and I somewhat expanded on them for Sorcerer Knights, providing two grimoires (of which the more relevant one here is The Book of Stone and Glass). So they certainly exist somewhere, and sufficiently determined Lunars might be able to get their mitts on the grimoires. But I agree that they wouldn't be common - even the Loskalmi ones don't generally work in the arse-end of nowhere, but on construction and renovation of palaces and other key civic buildings. In the Lunar Empire, any such specialist cults are, IMO, more likely to be theist: one thinks of Hwarin Dalthippa and Mohenjar as possible candidates.
