Given what Argrath did with Yara Aranis and the Temple of the Reaching Storm (see King of Sartar*), this one sounds easy!

And Greg has told us how it is done - a quest challenge of one communities' belief against anothers' will convert all supporters of the losing side to the winning side or at least remove all their previous beliefs.

I thoroughly recommend King of Sartar if you have not already read it. But remember it is written as propaganda layered on misremembered propoganda. But a fantastic source of myths, future history and much else.
