The Arkati aren't opposed to Chaos. They are opposed to Gbaji the Deceiver. There are some Arkati who make liberal use of chaos (the Chaos Monks, Argin Terror the Nightmare Sorcerer etc). Then again, there are many Arkati that associated Gbaji with Chaos and so might find common ground with Urox.
The only problem is that the Ralian Uroxi live mainly in the East Wilds (a relic of the ancient Bemuri tradition). The East Wilds Orlanthi tend to have fond memories of Nysalor and hate Arkat. So they might not get along with Arkati.
